Portal 2 issue..Getting Good FPS ..but game is slow..plz help

I'm getting a weird problem in Portal 2. Basically, after every spoke line there is too much gap between the next spoken action .
I bought the game yesterday and when I ran it the first time it was running smoothly . Then from the second time , this problem started . The FPS i'm getting is good(60 constant) .
Even at the lowest setting at 640x480 resolution, the problem exists.
I tried uninstalling and reinstalling the game , but it did not help.

Right click on the game in steam and choose and choose "properties". Then go to "Local files" tab and choose "check integrity of the game cache". Steam games are updated to the latest version unless you stay offline. You stay online while in game?

I'm playing mass effect 2. And fps 10 but game is running like 60 fps ,very smooth.

@eggman i have this problem with Assassins Creed 2 , but lowering texture quality to med solved this.

Whats ur system configuration?

I used to face this stuttering problem in every games with my 4350.... But after changing my card, I don't face it any more. In every single game, the sounds used to appear before the dialogues.

Might be some codec issue.
