Just cant make a working CS server by all means

Hey all....

I have been trying to make a Half life dedicated server to host counter strike 1.6 games. I have read all the instructions provided on the steam support pages, followed each and every step perfectly and tried all the settings and tweaks provided. But i cannot get my server working at all. It is not being listed in the master server list. I have tried downloading from both steam and hlds update tool, but none of them worked. At the console area, it shows me this msg --

couldn't exec listip.cfg
couldn't exec banned.cfg
Usage:
Setmaster unavailable, start a server first.
Connection to Steam servers successful.
VAC secure mode is activated.




I searched on the net for this and found that if the servers are not being listed, then add the following lines to the server.cfg

Now i added these lines but still the server is not being listed noe any players are able to join. I purchased the game only because i want my own server to promote my website, but this is not working at all. Is this because of Vista 64-bit ?? I am going to downgrade to XP to get my server working as i have heard that there might be a problem with vista. So, is it vista or the 64-bit windows??

Also, i have downloaded many maps and sounds for various cs mods which i want to add to my counter strike installation, but i cannot do that as the steam keeps the whole game into a single file. So how to add them all to the installation ??

Forwarded all the ports.... Switched off the firewall and done every other basic things we need to do.... Even tried some tweaks i found after googling but still cant make it working.....

i dnt knw much abt creating a server as my server ws created by one of my frnd n i didnt follow d steps so u need to figure it by urself...........

1st thng u need to do is in d browser type 192.168.1.1 aftr dan in d username= "admin" and password= "password" it wl show u a new page whr u cn change ur router settings............

step by step they wl show u hw 2 do it depending on ur router.........
