Default Need to know best specs for reviving my machine under INR 25k

Hi,

I wish to bring back my ailing PC to life. My primary requirements are:
a) casual gaming (mostly racing and role paying games like DiRT, GRID, DiabloII, Neverwinter Nights, Dreamfall and sometimes FiFa etc.). I am not much into FPS's.
b) good graphics/music
c) programming.

I am also concerned about the amount of heat generated by processor/gpu since I am from Kolkata and I do not have an AC room. I do care about power consumption as well but I also know that a good processor + graphics card like the hd4850 will require atleast 600 W PSU for stability.
Is there a motherboard in the market that supports both DDR2 and DDR3?

Please let me know about processor/motherboard/ram and graphics card in order to do the above things. I am just upgrading my computer and I have no more than 25k.

Should I wait till the budget is out?


[If anyone has Kolkata specific hardware price information, it'd be great]
