stalker clear sky...error (hv over range)

i m having this error when i start the stalker clear sky game....i get a blank screen ...with hv frequency over range error ......i think this is as the game is increasing the refresh rate by itself...is there any way i can decrease it...please help

Try to delete the Save Games and the ini file in game.
P.S-Please Mention your PC configuration.

this happened the first time i played the game so there are no save files...and also there is not a single .ini file in the game folder.....is there any other way to change in the ingame setting without starting the game
