How slow is the fan speed? AMD has a technology called quiet n cool check it out in the bios. Set the required temperature in the bios (40 degree recommended) and the fan will speed up and slow down to keep the processor within 40 degrees!

"Very slow" don't mean a thing. Give us numbers. Anything around 5.2K is normal. Which app did u use to find the temp?

45-50 is normal working temp of A64, but do tell us if this temp is when the cpu is at 100% utilization or 0%. Also tell us if it is during noon or night.

@satay gen

theres no need to change the fan or the cpu
its normal for AMD cpus

well the system will automatically beep if it gets excess temp (mobo supports this than only)

Lets assume pen the cabinet.
switch on the PC.
if you can read that's written on the fan when it is rotating, then the fan speed is very slow. But if you can't it's fast.
