Exclamation No credentials page. How does this work!?

This is the community of Tech2.com. I'm not promoting their site, but I want to know how the link opens without logging in!

Their community got deleted mysteriously. Then they some how got the stuff restored, but never 'enabled' the community again. The community has been dead for quite a long time now.

They must've not 'Closed' it. Don't know how Orkut communities work, but I guess there must be some open to all or only joined members settings.
