It feels good to have a thread dedicated for one person. It makes him/her feel special.
If there was a sticky it would be a chaos & crowd in wishing, as some people will wish even to people whose b'day has been over(Belated wishes). So it is better to have seperate threads
Also mods can delete the threads once they get old say 1 month after the b'day.
