Sorry, I havent used linux much, but you can do lots of stuff with bat files and vbs scripts. And they are supported under vista as well.

Same thing... batch files are just ordinary text scripts! where else would you create them except notepad!
Anyway, I dont think KingTheRuler can do what he needs... but from checking Here we can see that you can just update them via a command line. If you can mention what exactly you are trying to do, I might have a solution.
