Is it possible to ban a user of vbulletin or mybb over ip addresses? if he/she is having a dynamic ip is it worth?

every ISP got a confined no. of dhcp leases.then ,with geoip? etc you can find almost the location too.

no these ban does not work when the ip is changed ............ but if a user is banned he is banned for sure from every ip and by changing ip you will only be able to register again
