Not so sure but Police has to record the statments of the people present & register any cases,if necessary & stuff like that.Many people hesitate due to this & hence shy away from it.Out of the many accident cases I have witnessed in Mumbai,a flock gathers around the injured person & a selected few help out.None of them leave anyone to bleed to death.Heck I even find people taking dogs who are injured on roads to get medical help.
The above case is seriously disgusting.How can anyone let someone bleed to death? Can you post the full article or if possible the whole link?

^^You are right..I dont know about other places but its different in Mumbai..People here are really very helpful and I dont think a similar incident can happen in Mumbai atleast!

People fear that corrupt police officials will try to involve them(the people) in the case and harass them. Some police officers are known to blackmail the helper for money.

Infact this is the 3rd or 4th such news that i read/heard of this kind.. People just circle around like watching a show but no-one cares to help it for whatever reason...
@allwyn :- I first case i read in ppr was of mumbai.

being from Bihar I can confidently say that something like this has never happened and will never happen in any corner of the State.
May be we have a bunch of corrupt politicians and bureaucrats of cheap mentality, but when it comes to incidents like this, no one hesitates to lend a helping hand.
In fact, In Bangalore where I have been living for past 5 years, I have seen a case where a Truck Hit a Cyclist, he was bleeding on road and people were busy breaking the glasses of that Truck, setting it on Fire and beating the hell out of that driver instead of helping that cyclist..
I m not pointing fingers, but Bihar is not as bad as u ppl think and media projects.

I cannot find this article on the internet. I read it in The Telegraph. Actually there's nothing to read. That's almost all what is written. This is not the first time this is happening in Kolkata. Around a few months ago an IT pro was lying on the busy road after being hit by a truck, but no one helped. A pilot van of some politician passed by but as "It was not there job", they just called the police instead of helping. Find this pathetic!?!
Just wait till I tell you this:
Around a year ago one infant was mauled by three dogs in front of People watching the scene. What say about that? I just feel disgusted!
and yes I support you, Bihar is not as bad as people have imagined it to be.

Didn't quite catch you back there? Do you mean that the first case you read of such incidence had occurred in Mumbai? If yes,then of course.This kind of incidents are not new.It can happen anywhere.I didn't make my point based on a generalised view but based on what I had observed.I haven't yet come across an incident where people are left to die.Flock is bound to gather.But out of them people who offer help matter the most.Also depends on the injury which has been incurred by the person,it's location,availability of a nearby hospital or doctor & many other things.Usually people who are very forward in helping other people out without any hesitation would straight away pick them up & get them medical help.The rest show concern but may not be so upfront.Then there are other's who don't bother falling into the matter for xyz reasons.
Peoples attitude plays a big game here.If you can't help then don't bother flocking around to watch as if a mess has been created on the road.It's really sick to watch such cases happen due to the fear of entering into police matters later on.It's still unclear as to how Police usually handle this cases in the first place.

The Ministry in Kerala has Explicitly said that people who do help the victims shall not be caused Any kind of harassment whatsoever or action will be taken against the officer who does.
