1. Start with HTML.
2. Then go for server side scripting such as PHP; client side scripting such as Javascript.
3. Learn database interactive sites(dynamic pages) by using PHP and MySQL.
These 3 thinkgs should get you started. Learning 1 is easy. But 2 and 3 can take some time.

Then if you are interested further in case you aspire to be the "complete web designer package", you have action scripting(flash, silverlight), AJAX, etc. and you will have to have graphic skills too.

www.csszengarden.com teaches some fantastic things about CSS.

First download some open source web templates from www.oswd.org, www.opendesign.org and from other such sites and see the HTML structure and the style sheet, you will get some idea. Since it is open source, edit the same template and do some modifications like moving the objections around and changing the width, height and change the colors.

+1. i started from that for javascript. I had some knowledge of HTML beforehand because I used to play with frontpage.
