This is a very hollow claim by Macaulay in the British Parliament to paint a rosy picture in front of them than the reality. It is obvious that he has not travelled the interiors of the provinces or choose to overlook them.

Crime was rampant at that time and the revenue and civil cases in front of the courts were so enormous, that the company failed to keep the judicial system in check with the reality. According to what i have read, Crime was also committed rampantly, but it was the justice system which was laggin behind. His claim of their being no thieves is a lie for sure, about beggars is something i cannot comment since i am not aware of it.
