Is it legal?

Is it legal to own a blog like www.xtremehacking.com in India?
Also, is it legal to make hacking programs like RATs? I know its morally unethical but is it legal?

owning a blog is not illegal. distributing links which contain hacking material/tools is also not illegal...but if someone uses these tools, steals some information and gets caught....then you are in soup if he tells the authorities that it was your site where he found the techniques and tools...

@OP, just put a disclaimer that the purpose of this blog is educational and you are not responsible for any issue happen with the personnel trying these tricks or his/her PCs.
