Question about Paypal.

Hey all,
I have a question about Paypal. Is there a facility on Paypal where you could put certain amount of USD on your paypal account and be able to purchase stuff online. Example. user A has a paypal account however he does not have his card details entered (not verified) is it still possible to have some put USD on this account (Like you would do on a prepaid phone I guess). Also are there any charges per transaction on Paypal ? I checked Paypals FAQ and it doesn't seem like there is.

no there will be no problem if you don't attached a CC paypal charge some fee is your account is priemer ........ only when you are accepting funds no charge for sending funds.....

Create a VCC with a limited balance and then link it to your Paypal account.
