new Tablet around 12-15k

i Want to buy a tablet for around 10-15k.

i Have seen lots of tablets but each of them dont have either a bluetooth or a SIM.
i Dont understand y do they dont implement bluetooth chip, its so cheaper.

Must have features :
bluetooth, Wifi, GPS
USB Host
Resistive TouchScreen
Android {v2.3 or 4.0}

3G, hDMi {not necessary}.

i have seen BlackBerry PlayBook also.
But m not too sure about BlackBerry perfomance.
What do u guyz say ??

Well Blackberry Playbook though doesnt run on android but its still the best u can get at this range
