Hi,
The download manager must have some bandwidth restriction option which you should enable. What is currently happening is that the download manager is sucking all the bandwidth available.

Moreover all download managers break up the download files into small sgments and open up multiple download paths this results in a faster download, but yes it takes up a large amount of the available BW. So its perfectly ok for a download manager to behave so.
