Yes you can, if monitor has HDMI slot. If not, you can buy an HDMI to VGA Converter and connect the console. The converter will cost you around 300bucks

AFAIK PS3 needs HDCP compliant monitors. Please check that before buying for PS3. Enough offtopic now.
