You could use web server software like Apache (http://www.apache.org/) or even use IIS which is bundled along with WinXP Pro.

Here are a few pages to get started with deploying.managing & securing :Microsoft IIS (http://www.microsoft.com/WindowsServer2003/iis/default.mspx)

For others on the internet to access your website they need to know the IP address of your computer.Or else you could get hold of a cheap domain & use it.
Btw do you have a static IP or a dynamic IP?

Now since you've a dynamic IP keeping track of it for public users becomes cumbersome. So either you could buy a domian name or use free services like No-IP (http://www.no-ip.com/) or DynDNS (http://www.sitedevelopers.com/dyndns/)
