I asked it because it was hosted on a general file sharing network, not from some authors website!

Yes its published as a free work in a public directory. There exists no copyrighting licenses on this one, you are free to read it at csdir.org (http://csdir.org/tutorials/ansi-c-tutorial/) if you still hate to download and share the text.
