Not able to start the Task Scheduler or Windows Event Log Service

I am not able to start the Windows Event Log or the Task Scheduler service.
Whenever i try to start the WEL serive, it gives me the error that the system cannot find the file specified.

I have run the SFC /scannow command. It does accept that there are problems. The first time it said that the files will be repaired after the system reboot. On rebooting and running it again, it still says that there are problems but was not able to repair the problem.

Is there any way to manually install that file?

I tried those steps already. And as i mentioned, eventhough SFC says there are errors, it does not rectify them. I have not opened that KB article though. Have exams coming up, so cannot spend a lot of time on this all.
