Try and go to BIOS then alter the option for VGA to ext AGP :D refer to the motherboard manual for the process or please give the exact mobo model number so that a member here can actually digg up the manual and the exact process for u :)

If you have a motherboard with onboard graphics, disable the graphics, uninstall all its drivers first using a good utility like Driver sweeper (http://downloads.guru3d.com/download.php?det=1655) to ensure it's not driver conflict. This may not be the cause of your problem, but it will be necessary once you get your card working.
If you have a modem or any other device on the PCI slot near your AGP slot, move it to some other PCI slot to avoid same IRQ address problems.

The card could be faulty.First check the card by testing it in a friends pc.
PSU could also be a problem..try connecting it to another molex connector..
And i you are very unlucky then the agp slot itself can be faulty..

Have a look here:
Troubleshooting AGP (http://www.playtool.com/pages/agpfix/agpfix.html)
Is your card AGP 8x or AGP 4x.This shouldn't make much of a difference, but it can be a case of AGP compatibility (http://www.playtool.com/pages/agpcompat/agp.html).
Also try out what sidewinder said.
There will be specific option on your BIOS to disable onboard graphics.Or if your motherboard is really old,you will need to change some jumper settings on motherboard. Also make sure that AGP aperture size is less than the card size [128 mb in your case].

Hmm that rules out the power issue i think !
Ok as a last resort do this step by step...
1.Enter your bios via onboard gfx and Set you agp apperture size to 64 MB
2.Disable the onboard video card and set the shared memory to zero !
3.Set AGP as your primary display
4.There should be a settings in the bios to clear ESCD ..enable that for next reboot
5.Now shut down the pc completely
6.Disconnect the power
7.Remove any PCI card such as modem, lan card etc
8.clean the golden contacts of your card as well as the AGP slot
9.Now insert the card in the slot and lock it firmly.
10.now connect the cables and start the machine..the machine should start. If it is not starting and some beeps coming out of the system then your card must be faulty.
Go ahead..best of luk
BTW After disabling the onboard video you wont be able to use it untill you reset the bios again. To do that either use Clear CMOS jumpers in your mother board (Refer to you mobo manual) or remove the battery for 5 minutes then again insert it and start.

^^i hav not checked ur method right now but i think that my psu is underpowered.on the psu its written that 220watts max.
P4 HT 3.06 prescott processors consume over 100watts and the 6600gt 128MB GDDR3 about 60watts.the hdd consumes 20-25watts and the mobo also consumes around 20 watts.it seems i should change the psu????
what to do??

^^^ try the card in ur frnds pc (provided he has a better psu).else try and borrow a Zebronics 400w psu with 20A on the 12v rail.
also try updating the bios of the mobo.if u cant find update then remove bios battery to reset bios.

do 1 thing.. remove the gpu
reset ur bios by removing the cmos battery and using a jumper..
set the display adapter to external agp in ur bios display settings..
set the agp aperture size to 64 or 128mb..
plug in the gpu and boot the pc...
even i had probs adding a 5200 to my ancient 845gv asrock board..

Seems your card's ram is busted.Seriously, try in someone else's pc to save yourself lots of headache. If it works there, then only try further.

i bought that card from assasin
http://www.thinkdigit.com/forum/member.php?u=19234
he told me that the card is working.
main problem is he stays 1000Kms away from me
i think psu should be the problem.
is it???

my psu is intex 400w on which it is written that 220Watts max output.
i really can't nderstand your above statement........but if it is 220watts then I am sure its a PSU problem.P4 processors are power hungry and so is your card.
better get a basic zebronics 400\450 watt PSU @Rs.500-800.But try ot out on some friends PC first to make sure the card is not faulty.
