Problem With Uploading - Torrent

Hi guys...

Yesterday i was downloading some files from torrentleech... Usually i can upload while i download file simultaneously(torrent)... But yesterday while downloading my upload speed was 0. After the download completed i got a decent upload speed. When i planned to seed today, i get bad upload speed(less then 5).... Y does this happen???

I used µTorrent Port Checker to check if the specified port is opened.. And it was OK... The port was open...

Note:
For few days i was noticing tat only 1 led light in the onboard lan card in glowing...
Is this a hardware issue??? Problem with service provider??? Software issue???

I am using 256 kbps airtel unlimited Scheme(999 plan)...

Please help me out...
