DVD-RW Problem

Recently whenever I insert any disk into DVD drive the PC restarts instantly.
and also when I boot my PC for first time it doesn't boot. All the fans and HDD are working and all lights are ON including HDD activity. No beeps as well. After 1 minute I shut it down and again start it and Now it starts without any problems.
I have P4 1.8, intel 845GEBV2, Gforce Fx 5200, TV tuner card, Lan Card, 2 HDD and DVD RW. my SMPS is Zebronics 400W. my pc is around 3 1/2 years old.

Firstly check for two things,

1. Check if the cables connecting the drives or other peripherals are loose and tighten them if they are.

2. Check if your system temperatures are normal. Also get your SMPS checked for fault!

The connections are good. may be the problem is due to SMPS.
