As for the best, view varies from person to person. I have Pinnacle PCTV Stereo, bought it from Nehru Place for Rs. 2200, and i think it is best with superb picture quality. But better watch out for more replies.

If u want a balance b/w price & performance,u should go for the pinnacle cards.The video quality is great & the card has'nt given me any probz (not yet).The minimum system requirements are-
Pentium II 450 Mhz
128 MB RAM.
But the sys requirements vary with what u intend to do with the card,if all u wish to do is watch TV,then the minimum requirements will do just fine,but if u intend to record TV,then u need to have a fast processor(upwards of 1 Ghz) since this card does not have hardware encoding,256 MB RAM,and loads of hard disk space..
