What is expanded use program in pay pal

I recently registered for pay pal.After registration it is asking for expanded use program enrollement @ 1.95$. Now what is this n should i register for it.

This is to make your account verified and there is not much use of paypal account if it is unverified.

I don't think paypal give some credit limit, as paypal doest not give credit. There are sending money limit and withdrawl limit, for unverified account probably it is $500 for lifetime.

What is $ exchange rate because icici charged Rs 120 for $1.95 which paypal charge for a/c verification. Does that means exchange rate is 60 ?????????

Exchange should be current rate of 40 something. :)

ICICI charges Foreign Currency transaction charges (http://www.icicibank.com/pfsuser/cards/creditcard/cc_eligibility_fees.htm) .. And then 12.5 % Service tax on all charges ..

SBI Card charged me INR 81.97 for that verification on 8 Aug .. And its also unclear what rate code ICICI use for FCY transactions ..

Ok its 81.94 Rs in statement. Rs 120 less was from max credit limit before arrival of statement.
