Before Formatting copy C:\Documents and Settings\<username>\Application Data\Mozilla\Firefox\
and after reinstalling windows, just restore this folder again after installing Firefox on newly installed Windows. Will save everything from stored passwords, cookies, bookmarks, plugins installed and all custom options saved.
