Microsoft has released a new update "KB933928" for Windows Vista, which is causing this problem. But it only occurs if u r using 3rd party themes and hv patched the files to use those 3rd party themes.

just check up : system propertise > performance options > check let windows choose blah blah > apply > ok. also ensure themes service is (running) set on 'automatic'. reboot.
if u updated as vg said then dwnld tune up utilities 2k7 ... itwill take care of the problem

No need to uninstall that update. Goto that 3rd party theme folder and open "en-US" folder and u'll get a file "Aero.msstyles.mui". Rename it to "theme_name.msstyles.mui".
e.g. if ur theme name is "blackberry", then filename should be "blackberry.msstyles.mui". :D
