Whenever I try to download a file from the internet at this computer the computer restarts after the download has begun. What may be the problem?

You Problem is Simple - Virus
Do full scan of Your PC in Safe Mode from a Good Antivirus like Kaspersky Internet Security
& tell the results

No, I am using internet explorer only without any other client

Try downloading with different browser - Firefox or Opera...

Also, run virus and spyware scans in safe mode

Finally, if problem persists, post your HijackThis log report...
