Vim for Windows - www.vim.org
Or NTEmacs, which is compiled and distributed by yours truly - http://ntemacs.sourceforge.net
Both are very portable and standard editors across different systems.

vi/vim the omnipresent editor. I wonder if there's anywhere except windows where we can't find vi.
As for emacs, well I have heard that it can do so much that many people call it emacs OS

Another vote for Vim ..
Lately I've been using Komodo Edit for Windows .. The best thing about it is Vi emulation .. :P ..
