windows xp sp2 16bit msdos program access denied

i am a windows xp sp2 user. i used to run turbo c++ 3 in windows xp sp1 without a problem. but now whenever i run turbo c++ it gives me a error "windows cannot access the specified device,path or file. You may not have the appropriate permissions to access the item". how do i solve this.
I also wanted to know how to install windows 98 as a dual booting option after installing windows xp.
