You can just extract the contents of CBR files using WinRar or 7Zip file manager.

Or you can use CDisplay (http://www.geocities.com/davidayton/CDisplay) for reading CBR files.

CDisplay is the best you can find for reading comic books. On Linux, you can simply choose from QComicBook or Comix.
