Use PIXresizer. You can resize all image formats including GIF.
Download from here. PIXresizer (http://bluefive.pair.com/PIXresizer.zip)

I always use this site to resize GIFs :D

It allows approx. all kind of editing, resize, transparency, cropping, etc. :)

in a site like www.avatarity.com u can do so there itself.
else do it free online at http://www.gifworks.com/ as suggested by vishal
else use a s/w like 'picture resize genius' :-)

Use Adobe Imageready,Resize with it and then click save as optimized as.
