How about GIMP (http://www.gimp.org/index.html) ? Its disributed under the GNU Public license. Or try Paint.Net (http://www.getpaint.net/). Its a freeware and has really good features

I will recommend GIMP! Its the only free software that comes anywhere near Photoshop in image editing!
Search over the net and you will find hundreds of tutorial on GIMP.
Have a look at this site. http://gimp-savvy.com/ It will also give you a free book on GIMP.

For use of simplicity and extensive help and tutorials on the net, I would say Paintshop pro is the best. In this site you will get the non-expiring shareware version of PSP v3 and 4. Have fun. http://www.pagetutor.com/downloads/index.html

If the intended use is creating web buttons, then I recommend Crystal Button (http://www.crystalbutton.com/)
Why use GIMP or Paintshop Pro ?
