my budget is 30000-32000 (monitor not included in budget)
the config i'm looking for is.
---------------------------------------
AMD athlon 3800 X2 dual core
"asus A8N-E" or "Asus nforce 570 ultra mcp" mobo
512 mb ddr2 (will extend to 1 gb afterwards)
256 mb 6600 gt graphics card

try to get a C2D E6300 for 10k ...and a mobo 965 mobo for 6k,.......it should be more future proof.......and get atleast 1GB DDR2 ram..

Also if u r going for ASUS A8N-E u cannot use DDR2 sticks its a 939 mobo, so it has to be DDR.....

get intel core2duo 6300------rs 9300/-
intel dg965ry mainboard--rs 7200/-
1gb transcend ddr2 667mhz-rs 5000/-

for graphic card go for 7300gt instead of 6600gt.
6600gt is expensive it is rs 6050 it does not match the performance of
7300gt. 7300gt is the clear winner.if you streatch the budget little longer
go for 7600gs.
zebronics 7300gt----rs 5000
zebronics 7600gs ---rs 6500

good luck------------------------------------

get Gigabyte 965 S3 instead or atleast MSI Neo F 965
DDR2 7300GT may loose out to a 6600GT

if i were you,i'd avoid E6300,its NOT AT ALL functional, and problems just spring up from the first minute, trust me
get either E6400 or just opt for AMD x2
