i have mp3 files downloaded from net. when i play that files in my i-pod it

sounds with very large volume. while the same thing on my sony CD player

sounds a bit low volume.though effects are almost same.

Is it possible to encode the mp3 files into better quality? does it really change

the file?

It depends on the original source file? or just encoding again can improve quality?

Which software should be used?

Re-encoding the file will only decrease quality. To adjust the volume, use MP3 Gain (http://mp3gain.sf.net).

Re-encoding the file to a lower bitrate will decrease the quality,
encoding to a higher bitrate,will have no effect whatsoever on the quality.
