If a .chm (Compiled Help file) has a '#' character in the file name, windows does not seem to be able to open the file correctely. Rename the file to be without the '#' character and things will go fine.
I found this on Windows XP and 2000 while trying to open an e-book on C# . So where do I report bugs for WinXP ???

And btw its not a bug logically ... # means bookmark anchor location .. ie bookmark inside the html file . ... But if you put in the filename the browser will think that you mean the bookmark location which isnt in the file .. So it wont open ...
I posted this thing long time ago in ... well ... some other forum .. :P ...

Oh well....I bet there are a gazillion more bugs waiting to be reported.
Trust MS to not fix problems which have been reported long ago.
