InstallShield Error

Hi i have been suffering from an error
when ever i run any install shield setups it shows me an

Unhandled Exception

Error: 0x80070725
Description: Incompatible version of the RPC stub.

Setup will now terminate.

I have tried the solution on the micosoft site of installing Office 2000 SR-1a
but it is still happening?

Also i cannot open clipart in the office!

Please HELP!!!!!!!!!!!!!!!!!!!!!!!!!!
