How to identify Local sms number and National sms number?

Hello all,
By looking at a number how can we say whether it is a Local sms number or National sms number. Also for 4 digit numbers is counted as Local sms or National sms? If it is counted as National sms then the local radio station Radio city in Bangalore gives 4 digit numbers....it should be counted as Local sms right? Also the sms to television channels is counted as Local or National?

The first digits gives you the idea if it is local or national. Depends on the city code.
The 4 digit codes to the local TV/Radio channel are counted as local but they are at a premium price. Dunno about other cities but here in mumbai they cost Rs. 2 instead of Rs. 1.5 each SMS.
