For Gaming
E8400 takes the lead undoubtedly, better to get
E8500 at 0.8k more.
Q6600 is a 65nm old CPU and outdated, its 8mb cache and 4 cores help in stuff like rendering and compression but not gaming where pure clock speeds take control.
Also E8400/E8500 being 45nm can be overclocked beyond 4GHz at Air-Cooling alone (Custom CPU cooler).
30-35k for CPU


, won't work, they will be bottlenecked by memory, need to get DDR3 memory(4GB least) then, also a 64bit OS to handle the RAM, HD4870/GTX280 to get the max performance out.
Just give up (Or get least 80k total budget).
