I think in kcontrol with admin mode,u may be able to install window decorations/style etc.
kde theme manager?isnt that kcontrol itself?(sry,I am on archlinux kdemod) still "kthememanager" is a dir.this is provided by kdebase-data package in Ubuntu.

really,it is tough to theme in kde compared to Gnome

edit:u can convert below rpm of kthememanager to .deb using alien and try installing.if the dir are correct,it may work,remember it is a obsolete app as kcontrol already contain ktheme manager.
