Say for example - I open a new browser window (CTRL-N). For a very short burst of time CPU utilisation shoots up, then comes down to almost idle. Fan speed goes up to almost max and comes back down simultaneously. Now, what need is there for the fan to speed up? I reckon it's just bad logic. Only sustained loads and consequent heat increase should cause the fan to speed up.
