I think you are really a noob about linux. Well here are the answers:
- I do not know about the availability in Mumbai but you can download every distro from the websites for free.
- Every linux distros are absolutely free with some exceptions like the SUSE. But U can get every free version for personal use.
- Yeah, surely you can modify them if you are a code cruncher
