He would be mad to do something like that, and yes, there are automated tools for it, that rely on their own installed SMTP servers for relaying, pretty much the way new viruses have their own SMTP relays built into them. They rely on bulk spamming for their income, so they'd try to get out as many mails as possible in the shortest possible time.
