Recode is good, but it cant work with content-protected DVDs that well. The best option still remains DivX or xviD
Having said that, if you have copied the files via an extractor program, then Sceneo VCopy is the best tool for transcoding between VCD/SVCD/DVD/AVI/MPG and best of all, its freeware.
