As far as I know all case fans and also the CPU fan operates on 12V and speed can be controlled only if there is a third wire connected to the sensor or using a fan controller like Coolermaster Aerogate.

As Choto Cheeta said, instead of all the fans, coolers etc, it will be better to buy a E2140 and a cheap Mobo.
