Heres how it works:(copy+pasted from the site)
  • Sending your page requests through Google machines dedicated to handling Google Web Accelerator traffic.
  • Storing copies of frequently looked at pages to make them quickly accessible.
  • Downloading only the updates if a web page has changed slightly since you last viewed it.
  • Prefetching certain pages onto your computer in advance.
  • Managing your Internet connection to reduce delays.
  • Compressing data before sending it to your computer.

Duh. On my DSL it had no effect. But it has one more feature that is ip-hiding. If you tend to visit any site which tracks your ip then u can use google web accelrator to change your ip to google's! Sites will not block google ip as google is a major search engine.
