Doing so is not legal. You get the phone at low rates coz it comes with contract. Thus service providers keep your phone locked to them. After the contract period is over, the service provider (Virgin in your case) is supposed to unlock your phone.
BTW there are shops in Hira-Panna which will do such thing, but you will loose any warranty left on your phone.
