1st off all Directx 10 and 10.1 was M$ business policy to bump up the sell of vista.
But vista had not gained too much popularity in gamers community. So M$ introduced DX11 with the promise to support many new features and improvements. Even it's a policy to bump the sell of win7 as M$ has not released DX10 for XP and they probably will not release DX11 for vista.
But win7 itself is a sold OS indeed but aprt from that many people is happy with their XP as it supports virtually all latest games except HALO 2. But even I doubt whether DX11 gonna be that much useful for gamers. As you can play almost all games in DX9C. only few games supports DX10 and 10.1 and I doubt even fewer of them will support DX11 only.
But for the hardware read GPU and gfx cards part it's not that only new features but it's related to huge performance boost and improvements. You can play Many games on XP which has DX9C but DX9C cards were phased by the performance improvements of 2nd generation DX10 gpu's as they are cheap also. just think of the performance level of ATi Radeon 1900XT and HD4850 and Nvidia's 7800GT compared to 9800GT.
This is going to happen with DX10 and DX11 gpu's too. DX11 gpu's will phase out DX10 gpu's with huge performance boost in future. We have seen die shrinking with DX10 gpu's ( compare them with DX9c gpu's ). DX10 gpu introduced us with GPU encoding in consumer level which is very important.DX11 gpu's has even more smaller fabrication process and high performance mem like GDDR5.
But at the end of the day which thing is really important to a true blue avid gamer is - great gameplay experience not in only visual section but more in a better and solid story line with great control system and for a game the real important thing is -it's ability to entertain it's player. So that's why you see games like crysis and super mario and even some flash and old arcade rom based games co-existing side by side.
